Dear Commissioner,

The Save Cruelty Free Cosmetics – For a Europe Without Animal Testing European Citizens’ Initiative closed its signature collection period on 31 August with well over one million signatures.

As the ECI enters its verification stage, I am writing to you to urge you to take notice of the clear signal sent by European citizens who want:

• Safe cosmetics without animal testing for any purpose at any time
• To protect human health and the environment from chemicals using modern science not animals
• An ambitious EU-wide action plan to bring testing on animals to an end

This is the second time that we have made this call – in 2015 the Stop Vivisection ECI was answered by the Commission and discussed in the European Parliament. And the latest ECI follows the overwhelming adoption by the Parliament of a resolution calling for an EU-wide strategy to accelerate the transition to animal-free science.

The ECI comes at a critical time as you prepare to submit legislative proposals revising key EU chemicals laws to the European Parliament and Council. I believe that the Commission should:

• Immediately suspend all animal tests on existing cosmetics ingredients and use an animal-free approach to assuring their safety
• Develop a 21st century, animal-free chemicals regulatory framework to better protect people and planet.
• Elevate the EU’s leadership in animal protection and humane science with a concrete and ambitious plan to phase-out animal use in research, regulatory testing and education

This shift in strategy also requires a parallel shift in funding, and I urge you to work with your fellow Commissioners to redirect EU research and innovation funding to non-animal science, divesting from animal testing.

It is devastating, at a time when we face mounting human health challenges, to see potential new cures and treatments fall by the wayside because of continued reliance on failed science to predict drug safety and efficacy for people.

Moving beyond outdated and cruel animal testing is in all our interests.
